Per the Arkansas State Constitution Article 12 Section 5 prohibits cities, counties, and municipal corporations from appropriating money to private corporations.  Is this happening here in Helena-West-Helena? 
 
I am sorry for the delay of not updating the site recently, but I was hoping that things may turn around and the many different organizations that are here to Helena once again have let me down.  With a few new sites  up and running the limited information for residents and visitors alike well is boring.  

The Phillips Chamber of Commerce website is still for most parts "Under Construction" with out dated data and no data at all.  

Addressing issues across towns throughout America, people come into town and claim they are helping to  improve and change life in small town USA. Claiming to have given up a large salary  and their way of living in the  name of the cause of helping the good of  helping others. We are told we must respect them for their  dedication and for all they do for the community.  When I ask what have they done for the community a  very limited answer is provided. Only thing I have seen are those few investors who are seeping the reward of grant resources and using it as their own to profit for themselves.  How is this helping the community?  A few  and powerful control the venues around town while the remainder of the community struggles.  I was taught one must prove themselves before they can be fully trusted.  By gaining the trust of the community they  then place themselves in power. Taking the resources that should supply a community with enough money  and support to bring a town back to life but they instead pay themselves salaries more than sufficient to  survive and invest in their own future.  Having no financial ties to community they take their profits and  reputations and move onto the next victim (town/community).



It is time for small town USA and all of America to wake up and take back control of their communities.   Request a transparent government in which makes itself open to the community to discuss all issues that effect each and every community member.  I respect the fact it is hard to get all parties to agree but an open discussion will lead the way for towns to take back control of their community and allowing them to have financial independence without relying on grant money and resources to fund their projects.  Grant money is to help bridge projects together not finance the town operating accounts.


 
Taking time off to take care of some personal issues, WTF will resume daily and or weekly stories to keep informing the residents of Phillips County what is happening in their community.


It is important that the government leaders, business leaders, law enforcement, etc who the citizens entrust their knowledge to manage our community be reviewed by an outside board to ensure the project goals both financially and constructively are completed as agreed upon.


Since this site has been up, three websites are now up and running to inform the community and to provide information to the community.  Every other community has these site and our community was receiving funding to provide this information which they failed to do.  Please ask questions.  Attending a meeting in which community projects are being discussed take notes on dates, budget, contractors, mission statements, etc to ensure the projects are completed as proposed.  


This week our Property Owners of the Week will return and Reviewing a non-profit each week and commending the ones who provide services needed by the community and the ones who have questionable mission statements in which they do not comply with.


Finally, why is the news in our community different from the news published outside the area.  A recent article about a 14 year old rape victim (now we are being told she was a child of special needs) left without adult supervision.  The service who assist families by taking their children to doctor appointments needs to review their policies to ensure that no child is ever hurt under their watch.  Finally, since when does a minor child receive  medical attention without a parent or legal guardian present.
