Upon moving to Helena - West - Helena I was introduced to AHEC within the first week of living here.  It was explained that Southern Bancorp Partners (The Delta Bridge Project) was the reason for this outstanding complex for the community.  

Upon further research I ran across a study explaining how the Delta AHEC was formed.  I have attached a few articles in reference to this matter.

Upon reviewing the documentation obtained was through Evaluation of the Arkansas Tobacco Settlement Program, Southern Bancorp website, and Delta Bridge Website.  I ask why does Delta Bridge take credit for a securing a loan for 4.5 million dollars when per the article a vast funding from the program comes from the tobacco settlement fund.  If I understand a loan the money is repaid back in which those parties and banks who invested receiving a return.  Why does the center pay $350,000.00 in rent for the space?

When a capital improvement project takes place and a citizens oversite committee should be established to oversee projects this size budget and spending is reviewed to confirm where the money is being spent.  Thought you should know.
